They should be paying road tax if they want to use our roads!\u201d<\/em><\/p>\n\n\n\n<p>It\u2019s a caricature for sure, but it certainly rings familiar. And frustrated motorists have a point, don\u2019t they?<\/p>\n\n\n\n<p>After all, if other vehicles are paying road tax, then surely cyclists should too.<\/p>\n\n\n\n<p>But there\u2019s a problem&#8230;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-4-3 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"BBC viewers hate on cyclists for &quot;not paying road tax&quot;\" width=\"500\" height=\"375\" src=\"https:\/\/www.youtube.com\/embed\/9UiWji4osR0?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n<div class='code-block code-block-2' style='margin: 8px 0; clear: both;'>\n<p style=\"text-align:center\"<a href=\"javascript:;\" onclick=\"ml_webform_5717263('show')\"><img decoding=\"async\" src=\"https:\/\/discerningcyclist.com\/wp-content\/uploads\/2023\/02\/sweat-free-cycling-in-line-2.jpg\"><\/a><\/p><\/div>\n\n\n\n\n<h2 class=\"wp-block-heading\">Do Cyclists Pay Road Tax in the UK?<\/h2>\n\n\n\n<p>Road tax doesn\u2019t exist, so nobody pays it. Roads are actually maintained through local and general taxation. So, cyclists paying these taxes are paying towards roads.<\/p>\n\n\n\n<p>\u2018Road tax\u2019, as many still mistakenly refer to it, was abolished in 1937 and replaced with Vehicle Excise Duty Tax (VED). But this \u2018car tax\u2019, as it\u2019s also known, doesn\u2019t go directly back into the roads. It goes into the general Treasury fund.<\/p>\n\n\n\n<p>Irate drivers have been known to retort that they have more right to be on the roads than cyclists, because they \u201cpay for the roads\u201d. It\u2019s a misguided argument because, quite simply, they don\u2019t. At least, no more than any cyclist.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why Don\u2019t Cyclists Pay Vehicle Excise Duty Tax?<\/h2>\n\n\n\n<p>Cyclists don\u2019t pay Vehicle Excise Duty Tax because they produce emissions. Ultra-low emissions vehicles are exempted from the tax. Bikes, giving off none at all, are as ultra-low as it gets and therefore aren\u2019t required to pay VED either.<\/p>\n\n\n\n<p>VED could now be classed as a \u2018pollution\u2019 tax as the amount people pay is dependent on vehicle size and emissions. Given this criteria, cyclists shouldn\u2019t have to pay, in spite of the occasional angry motorist\u2019s insistence.<\/p>\n\n\n\n<p>In spite of various campaigns \u2013 most notably from one of the UK\u2019s largest newspaper groups in 2020 \u2013 it\u2019s unlikely that cyclists will ever have to pay VED. Perhaps unsurprisingly, this particular campaign was run with a staggering failure to check any actual facts. And the facts, unquestionably, support cyclists.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Should Cyclists Pay \u2018Road Tax\u2019?<\/h2>\n\n\n\n<p>Yes they should, if we\u2019re talking about expenditure on roads. Cyclists are using the roads and it\u2019s in their interests to have the roads well-maintained. But it shouldn\u2019t be an exclusive road tax. They should contribute in the same way as any other road user.<\/p>\n\n\n\n<p>That said, according to a study, <a href=\"https:\/\/discerningcyclist.com\/cycling-lifestyle-survey-results\/\" data-lasso-id=\"15155\">82% of cyclists<\/a> stated that they would prefer not to cycle among traffic. Given that cyclists are contributing towards road maintenance, this should also include adaptations for cyclists. For safety and environmental reasons, there are clear advantages for the creation of more bike lanes on roads, and separate bike paths.<\/p>\n\n\n\n<p>Between 2016 and 2020 there was an increase of nearly 2,500,000 people in England taking to the roads on their bikes. A government report states that cycling has increased by 200% at weekends since the first Covid 19 lockdown, and by 100% on weekdays.<\/p>\n\n\n\n<p>Cycling is booming. But in spite of a pledge by the government to increase spending on \u2018active travel\u2019 to \u00a32.4 billion between 2016-21, we still have some way to go before we\u2019re using the term \u201cmini-Hollands\u201d for any of our towns.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/discerningcyclist.com\/wp-content\/uploads\/2021\/09\/why-dont-cyclists-pay-road-tax.jpg\" data-lasso-id=\"15156\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/discerningcyclist.com\/wp-content\/uploads\/2021\/09\/why-dont-cyclists-pay-road-tax-1024x576.jpg\" alt=\"\" class=\"wp-image-11355\" srcset=\"https:\/\/discerningcyclist.com\/wp-content\/uploads\/2021\/09\/why-dont-cyclists-pay-road-tax-1024x576.jpg 1024w, https:\/\/discerningcyclist.com\/wp-content\/uploads\/2021\/09\/why-dont-cyclists-pay-road-tax-300x169.jpg 300w, https:\/\/discerningcyclist.com\/wp-content\/uploads\/2021\/09\/why-dont-cyclists-pay-road-tax-768x432.jpg 768w, https:\/\/discerningcyclist.com\/wp-content\/uploads\/2021\/09\/why-dont-cyclists-pay-road-tax-50x28.jpg 50w, https:\/\/discerningcyclist.com\/wp-content\/uploads\/2021\/09\/why-dont-cyclists-pay-road-tax-520x293.jpg 520w, https:\/\/discerningcyclist.com\/wp-content\/uploads\/2021\/09\/why-dont-cyclists-pay-road-tax.jpg 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Do Any Countries Tax Cycling?<\/h2>\n\n\n\n<p>No countries specifically tax cycling, other than through general taxation that goes in part towards roads. But cyclists in many countries pay a sales tax when purchasing a new bike.<\/p>\n\n\n\n<p>But this is changing rapidly, with hundreds of tax breaks and incentive schemes now offered across Europe to promote cycling. Indeed, some countries, such as the Netherlands, Italy, Belgium and New Zealand, are actually <a href=\"https:\/\/discerningcyclist.com\/cycling-to-work-schemes-other-countries\/\" data-lasso-id=\"15157\">paying people<\/a> to cycle.<\/p>\n\n\n\n<p>Cycling is clearly one of the most eco-friendly ways to travel. Whether people are <a href=\"https:\/\/discerningcyclist.com\/is-cycling-to-work-enough-exercise\/\" data-lasso-id=\"15158\">cycling to work<\/a> or ride for pleasure (or both), it\u2019s not only great for the environment but it\u2019s healthy too. Whatever issues still exist, there is definitely a growing mindset from many governments to encourage more people to get on their bikes.
